The results of research on the effectiveness of line management

The article presents the results of research, using a model of a control loop that uses the influence of various principles of the regulation on the management efficiency. It gives an interpretation of regulatory principles, which are used in technical systems, as applied to the management. Regulation is estimated by the coefficient of regulation efficiency. According to research results, conclusions are made concerning the expediency to use the regulation principles, on rejection, perturbation, and combined control, depending on the duration of external disturbance and delays in decision-making.

This article describes results of a research of key segments of the domestic market of medical products determined by health status of the population. Basing on the research of Russian population’s health status the 2005-2010, the authors concluded that the incidence of a disease of the population determines a need for providing treatment process with simple medical devices; chronic morbidity and mortality need equipping of the treatment process with high-tech equipment, and disability leads to demand for prostheses. The article also justifies the necessity of studying social and economic consequences of public health aggravation in order to give a more comprehensive assessment of public health service’s demand for medical devices. The obtained results could be successfully applied in practice by healthcare administrators, medical industry managers and analysts.

A new approach to analysis of random processes, based on applying information theory methods and new “distribution entropy” statistics, is proposed in this paper. Use of information-theoretical methods was justified when solving several statistical problems such as tests of statistical hypothesis, analysis of process state, and so forth. It was shown that entropy is a universal statistical estimate which allows to solve almost every simulation problems and analyze complex process, including identification of the distribution law and solving discrimination problems. The main advantage of this method is a possibility of considering non-linear models with non-Gaussian factors. An example of creation and analysis of informational model of labor productivity dependence on the salary is considered.

This paper tells about development of creativity and intellectual abilities of students studying engineering and economics. The authors consider the development process taking place in the system the components of which are knowledge, educational environment and educational process. With the use of the main provisions of the previously developed theoretical model and methodology of developing students’ creative abilities through studying a foreign language an experimental study involving ascertaining and forming experiments was carried out. The experimental results confirmed the possibility of using the model for successful development of an individual’s creative abilities during studies of a foreign language, as well as the validity of the proposed accounting organizational and pedagogical conditions in the system, contributing to development of creative abilities, which, in turn, ensure successful establishment student’s professional readiness.

The article focuses on the primary role of top management in effectiveness of quality management system processes. The article gives a scientific literature review on classification of QMS processes "responsible leadership". The author emphasizes that in these studies she does not justify the given list of processes, she does not specify task processes, criteria and methods of assessment and improvement of their performance. The author proposes an order of carrying out the authority by top management in quality through implementation of QMS processes "responsible leadership" the implementation of which is aimed at increasing the degree of management’s involvement in development of quality management system of the enterprise.

The paper presents an analysis of organizational structures of introducing managerial innovations at enterprises of the telecommunications sector of the economy. The analysis revealed advantages and disadvantages of each of the organizational forms. They present statistics of expenditures of domestic companies on introduction of managerial innovations in the overall structure of costs associated with innovation. Conclusions on the need to develop a model of managerial innovations in the telecommunication economy sector based on domestic experience were made. It was determined that in modern enterprises of the telecommunication sector there is no methodology of implementation of administrative innovations.

Transition to an innovative way of development is a long-term task and, along with revealing the investment appeal, is aimed at results in the future. In this case comparison of financial and technological stability is more important than comparison of financial results. Interpretation of technological stability was defined as an ability of the enterprise to perceive achievements of science and technology, constant perfection of organization and production management on the basis of IT, transition from extensive to intensive technologies, development of personnel potential, transition to the process approach on the basis of reengineering of industrial and business processes. Economic stability is defined by indicators, while technological one is defined by factors. The importance of constantly operating factors was shown by the example of such factors as commercialization of innovations, enterprise competitiveness and the presence of constantly operating program of perfection of organization and production management and sale of production on the basis of IT and reengineering of processes.

The author proposes a complex approach to forecasting branch market demand for science-intensive industrial equipment. The approach is based on the multilevel complex model developed by the author; this complex model includes a model of forecasting general demand and a set of prognostic models of subproblems. Recommendations for implementation of each level with regard for specificity of science-intensive projects and branch markets were presented. Implementation of the proposed approach will allow manufacturers to estimate adequately the market potential of equipment created during developing high technology projects, to develop certain technical and economic requirements to a design-in-progress and to create preconditions for growth of cost-effectiveness of projects.

Modernization of Russian economy and transition to innovative way of enterprise development are impossible without external investments. Because of weak development of venture capital it is necessary for the government to become an investor. However government support will be carried out only for those projects, which will have high feedback. The tool of an assessment of project’s perceptivity is ranging the industrial enterprises by their innovative potential. For assessment of enterprise’s innovative potential it was suggested to consider rates of financial stability and liquidity of the enterprise, moreover there was a selection and a background of most important of them in the article. But except the rates, giving only a quantitative assessment of innovative potential, it was proved to take factors defining technological stability of the enterprise into account; they were human development, presence of competent approaches in management, regular perfection of the organization of production, commercialization of innovative production, a degree of a computerization.

This article deals with the allocations in the bankraptcy, which have a rehabilitation nature in regard to bussiness. Authors consider the bankruptcy as a form of allocative innovation. Great attention was paid to the basic form of restructurization after the bankruptcy, which is based on company assets, equity and liabilities allocation in order to restore solvency. During bankruptcy proceedings the reorganizing allocations  are the most effective. They are aimed to preserve existing business based on assets replacement or sale of the debtor company.

The authors studied a file of initiatives presented by young participants registered in 2010-2011 on “Zvorykinsky project” Internet portal (http://zv.innovaterussia.ru). The structural and thematic analysis, selective patent analysis of the file of initiative offers (innovative ideas, projects, products) were carried out. Data on structural proportions and thematic distributions, on relations of participants, authors, inventors and owners of intellectual property rights was received. Results are applicable for integrated estimation of innovative activity in Russia.
